European defence leaders convened in Paris on Monday to coordinate continued support for Ukraine, a move that coincides with escalating strikes on both sides of the conflict. The five nations participating in the talks are France, Germany, Italy, Poland, and the United Kingdom. French officials stated that the group aims to assess further assistance for Kyiv and discuss wider European defence strategies and the situation in the Middle East.

This meeting follows a similar gathering in Berlin in June, where these five countries pledged continued backing for Ukraine. The primary objective of the Paris session is to signal to Moscow that European unity in support of Kyiv remains intact as the war enters its fifth year.

Combat operations continued throughout the day. In southeastern Ukraine, a Russian strike on Zaporizhzhia injured four people, according to regional Governor Mykhailo Semikin. Ukraine's emergency service reported two additional injuries in the Chernihiv region. Russia's Ministry of Defence announced that its forces targeted a power station and a warehouse in Kharkiv, as well as a power station in the Khmelnytskyi region. The ministry also said it struck port infrastructure in Chornomorsk and a cargo vessel near Odesa that it claimed was used for military purposes.

On Russian territory, a Ukrainian drone attack on Voronezh killed two people and wounded 17, according to regional Governor Alexander Gusev. Many of the injured were riding a commuter train in a left-bank suburb when drone debris struck the vehicle. Gusev noted that two of the wounded were in serious condition. The impact also started fires at several industrial businesses, a central business centre, and a residential building, though he reported no major damage at the industrial sites.

The escalation in attacks reflects a widening pattern in which Ukraine targets Russian oil refineries while Russia maintains heavy air strikes on Ukrainian infrastructure. President Volodymyr Zelenskyy outlined specific conditions for halting strikes on Russian oil facilities during an interview aired on Sunday. He said Kyiv would pause those attacks only if Moscow stops hitting Ukraine's power grid. Zelenskyy added that if Russian strikes on the grid continue, the United States should either permit the use of Starshield over Russia to detect missile launch sites or provide Ukraine with Patriot missiles.

Ukraine reported on Saturday that the Starlink satellite system and its military variant, Starshield, have fully resumed operations after more than a week of restrictions. The temporary curbs had disrupted military coordination and increased friction with Washington. Diplomatic efforts continue in parallel, with negotiators from Ukraine, Russia, and the United States scheduled to meet in Abu Dhabi during the first half of November.
